Two small cars and one tractor collided at a busy intersection in the southern province of Jiangsu, killing at least 11 people and injuring dozens more.
The incident happened on Monday morning in the city of Zhuhai, about 30 miles (50 kilometers) southeast of Shanghai.
The car that collided was a Nissan Leaf, and the tractor was a Toyota Corolla, Jiangsu State Administration of Public Security Director-General Hu Jianbin told state broadcaster CCTV on Tuesday.
Hu said the two cars collided in a residential area and the vehicle that was struck was not registered.
“The driver was not wearing a seatbelt,” he said.
“The two vehicles collided at the intersection, with the tractor hitting a parked car, and then hitting a tree.
The car then came to rest on the street, and its driver and the driver’s wife were not injured.”
He said that the driver of the tractor and the passenger of the Nissan were not in the car when it collided.
He said police are investigating whether the driver and passenger of both cars were wearing seatbelts at the time.
“We have recovered a few other vehicles from the area and will take further measures to prevent similar accidents in the future,” he added.
Hu told reporters the accident happened in Zhuhailan, a city in the eastern province of Shaanxi.
“At the moment, we do not have any information about the number of casualties, and we have received information that the tractor is registered in Jiangsu,” he told reporters.
Police said the driver, a 39-year-old woman from the city, was seriously injured in the accident.
“She was in a serious condition,” police said in a statement on Tuesday evening.
The driver of one of the cars, a 35-year old woman from Shaanzhen, was hospitalized and undergoing treatment, state television said.
A vehicle was also damaged in the crash, which was first reported on Chinese social media by local media.
The National Police Bureau said on Tuesday that the injured woman had been treated at a hospital.
It was not immediately clear if she was a passenger in either of the vehicles.
In a statement posted on social media, the government said that a number of local government buildings in Zhumadian, in Shaanhua county, had been damaged.
The statement said a large amount of concrete had been thrown at the buildings.
Authorities said they were investigating whether there were any injuries to anyone from the accident or whether anyone was hurt.
Authorities also said the accident appeared to have been caused by human error, with a vehicle at the scene of the accident “not following traffic laws.”
